Bettman supports Tampa's use of “loopholes” for what he calls “cap management”
The NHL's salary cap is really more of a suggestion than a rule according to Bettman.

Prior to Game 1 of the Stanley Cup Final last night NHL Commissioner Gary Bettman met with the media to take questions about the state of the league and offer up some insights into the its inner workings.
When asked about cap overages and "loopholes" that have been exploited by teams like the Tampa Bay Lightning to get around the salary cap, Bettman confirmed that the league will be making no changes to its salary cap structure and actually commended the Lightning on their smart "cap management."
From Bettman himself:
"I don't think they've been using loopholes. They've been using the agreement as it's been drafted. ... They're not using loopholes, they're using effective cap management. Everyone's operating under the same agreement."

While I don't particularly have an issue with how the Lightning have gone about their business, I know there are a LOT of hockey fans out there who would disagree with Bettman and his take on matters. Thoughts?
