The NHL's Board of Governors is set to gather in New York on Tuesday, and what was supposed to be a relatively standard check-in on the league's Texas expansion timeline is shaping up to be anything but routine. Elliotte Friedman of Sportsnet dropped some pretty interesting intel on the latest episode of 32 Thoughts, suggesting that real opposition exists among ownership groups when it comes to adding a 33rd franchise. That alone is enough to make Tuesday's meeting one worth watching closely.

For those who haven't been keeping score, the NHL kicked off a six-month evaluation period back in June with the Friedkin family to explore placing a new team in either Houston or Austin. Gary Bettman pegged the total investment at roughly $3.5 billion, factoring in the expansion fee and the construction of a brand new arena, which would be required in either city. We're now roughly halfway through that evaluation window, and it seems like the biggest hurdle isn't picking a city. It's whether enough owners even want to go down this road at all.

The ownership divide is getting specific

Friedman noted that rumblings of pushback first surfaced when the Houston-Austin idea was initially announced, and he's now focused on whether that resistance carries any real weight inside the boardroom. Deputy commissioner Bill Daly didn't exactly pour cold water on those concerns either, emphasizing earlier this month that the Texas project is far from a done deal on either end and that the governors still need convincing.

But here's where it gets really interesting. Reports have emerged that the split among owners isn't just about whether to expand, it's about where. Some of the NHL's most influential ownership figures, including Jeremy Jacobs of the Boston Bruins, who also serves as Board of Governors chairman, and Geoff Hoffman of the Pittsburgh Penguins, are reportedly backing Houston specifically. The reasoning there isn't hard to figure out. Houston is a massive television market and offers significant revenue potential for the league as a whole.

On the flip side, some of the league's newer owners reportedly lean toward Austin. Ryan Smith, owner of the Utah Mammoth, has been specifically identified as opposing Houston and favoring Austin instead. That creates a fascinating dynamic where the league's established power brokers and its newer members appear to be pulling in different directions. It's also been floated that both cities could eventually land teams, with some pointing out that Florida supports two franchises with a smaller population than Texas. But that's a conversation for another day.

What Tuesday's meeting could reveal

No one is expecting a final decision to come out of this meeting. The original six-month evaluation timeline is still running, and there's plenty of ground left to cover. But the temperature inside that room on Tuesday could tell us a lot about where this whole thing is headed. It's also worth remembering that Houston and Austin aren't the only cities that have been part of the broader expansion conversation.
