They actually met with Gary Bettman and the NHL

The city of Virginia Beach and the United States Management had a deal to build an 18,000-seat arena at the Oceanfront.

As reported by Harry Minium, sports columnist who helps cover ODU football, “The arena group has an impressive partner in the Anschutz Entertainment Group. AEG, based in Los Angeles, is the world’s largest owner of sports teams and sports events. It owns the Staples Center in Los Angeles and part of the L.A. Lakers and Kings. AEG founder Philip Anschutz helped create Major League Soccer. AEG owns soccer and hockey teams and venues around the world, and apparently will also own a piece of the Virginia Beach arena.

And guess what? They met with NHL commissioner Gary Bettman in an effort to ensure the arena could host an NHL team as reported by the Hockey News.

However, this would be very surprising if they get a team before Seattle or Quebec City.
