Could Russian change in leadership be sign of more aggressive plans?

The NHL's biggest competitor the KHL announced a major shake up in their organization today. For the first time since the league's inception in 2008 the KHL has new leadership, former league president Alexander Medvedev has resigned and will be replaced by Dmitri Chenyshenko. Chensyshenko was the man that headed the committee to brought the 2014 Winter Olympics to Sochi, and therefore has quite a bit of international cache attached to his name. Chensyshenko made it clear that he not only intends to promote the KHL, but strengthen Russia's national team as well:

“I am certain that the experience gained on the Olympic project – both in organization and marketing, which is no less important – will serve to promote the league, because a strong league means a strong national team,”

And just in case you don't think the KHL is a serious project, at the very least as far as Russia and it's president are concerned it's the biggest hockey league in the world. Here's Chenyshenko, Putin, and Medvedev all seated together courtesy the Associated Press.
